The position is full-time and may be based either at ICF's offices in Fairfax, Virginia or as a telecommute arrangement. The EES Line of Business seeks a Project Director to establish and lead a comprehensive, multi-pronged online training program on behalf of our military client. This position will be responsible for managing the development and execution of both systems training and overall education solutions to a variety of audiences, supporting a web system serving military child care programs and families. This position requires strong leadership/strategic vision and strength in client relationship, direct task/team management, and contract compliance. Experience is required in strategic planning, client collaboration, fast-paced and complex project management, training plan development and implementation, and adult learning principles. The Project Director will lead a small team of training content developers and support staff and will be expected to manage all aspects of resource development, budget and contract compliance within a consulting organization. The Project Director will work as a collaborative partner in a multi-contractor team with frequent client engagement, with a specific focus on developing a comprehensive approach to training and education, encompassing user engagement, technical documentation, training, best practices, and operating procedures. The Project Director will be expected to develop a comprehensive approach and implement a full cycle of strategic planning, needs assessment, training/resource development, quality assurance, and assessment of training effectiveness. Key Responsibilities * Develop a comprehensive and strategic training framework to identify and address the training/education needs of multiple audiences/users of the web system and assess training effectiveness * Develop and manage workplans to implement this strategic framework, coordinating and overseeing multiple teams and work streams encompassing user engagement, technical system documentation, best practices and operating procedures, and consistent messaging * Supervise daily operations and provide oversight and guidance to team members; define staffing needs and roles of team members in support of workplans/objectives; onboard new staff as needed * Collaborate directly with client and multiple partner contractor teams to identify and implement training solutions tailored to a variety of end users; coordinate with Training Specialists to ensure that solutions align with established training requirements * Ensure consistent implementation of document quality control, standard terminology, and consistent business practice guidance in various products and communication channels * Maintain positive working relationship with client in frequent engagement and ongoing planning. * Manage budget and maintain contract compliance. Basic Qualifications * Bachelor's degree required in related field. * Minimum of 8 years of professional work experience in human services or human resources training setting. * Minimum of 5 years of experience in project management, including team management and client communications in a consulting environment. * Minimum of 5 years' experience in development of training and technical assistance supports, project planning, and work plan monitoring/quality assurance. * Minimum of 3 years of experience in applying adult learning principles. * Previous experience developing planning frameworks for training programs. * Proficient in MS Office Applications: Word, PowerPoint, Outlook, Excel. Comfort with a variety of presentation and project management technology tools.
